In 2003, Tokai University, Kyushu Tokai University, and Hokkaido Tokai University were chosen by the Ministry of Education, Culture, Sports, Science and Technology as model schools at which the ministry could establish the University Intellectual Property Headquarters. As a result, TES established the Head Office of Intellectual Property Management at the Tokai University-Shonan Campus to oversee the joint efforts of all three campuses. The activities of the office are extensive, encompassing strategic planning of intellectual property projects, evaluation of intellectual property, and the support of technology transfer and creation of startup companies. In 1966, Tokai University was ahead of the times when it established a policy governing intellectual property rights where Tokai retains ownership of intellectual property and patents developed at the University. Since that time, Tokai has actively supported university-industry-government collaborations, resulting in Tokai having the largest number of patents of any university in Japan from 1994-2004. Based upon this history, Tokai continues in its commitment to use its intellectual property to contribute to the betterment of society.
